Finally, the full story of creation in the Prime Earth Universe by James Tynion IV; based on the cosmology of Scott Snyder and Geoff Johns.
Finally, a cosmology that wraps back around to COIE; or whatever form COIE took in PE. This gets complicated.
In a nutshell: Perpetua comes from the Omniverse, in the service of The Source. 20 BYA, she creates the PE Multiverse in the palm of her hand; in the classic meme of DC. To service the three Multiversal domains, she creates her children:
Alpheus - The World Forger - Birth - Dark Matter Universe
Mar Novu - The Monitor - Life - The Matter Universe
Mobius - The Anti-Monitor - Death - The Anti-Matter Universe
The original buffer between the Multiverse and the Omniverse was the Anti-Matter Universe; and Mobius was to keep this zone free of life. The Monitor was free to travel to other Multiverses. When Perpetua built an army, the Monitor used the Cosmic Tuning Fork to signal the Source from the Promethean Galaxy, and this is where the Source Wall was created, said to be "in every direction from every universe within". The Source Wall captured Perpetua, her Army, and the "Totality of her power"; and kept the Multiverse safe from the Judgement of the Source. The Totality of her powers are what we now call the seven fundamental counter-forces.
With the rise of the SW and the reset of the Multiverse, the Monitor and the Anti-Monitor would be reformed and born again on Oa and Qward, respectively. And for me this is the most important part. There have been as many different Monitors and Anti-Monitors as there have been different Multiverses.
So the different Anti-Monitors (COIE and Mobius) are incarnations of the same being. It meant little that he's been drawn either way (DN:M #4 and JL #20) or that Geoff John's Anti-Monitor and Mobius were referred to as different beings' separated by the Anti-Life Equation. It's almost a cosmic Hawkman story.
Further, Justice League #22 establishes that Perpetua's "family" are true Cosmic beings, and aware of all versions of the Multiverse/ Universe. Earth-One, New Earth, Prime Earth; and the Crises in between.

The Monitor's tuning fork was last seen in Dark Nights:Metal; preceded by the Anti-Monitor's tower in New 52 Justice League Darkseid War.
The Promethean Galaxy was last seen in earlier Justice Leagues.

Now, where does this take us? With the Source Wall destroyed, and Perpetua and her children free, the clock has been turned back ten and a half billion years to Perpetua and the Multiverse facing the Judgement of the Source. The Multiverse lacks balance. Perpetua's Multiverse of Doom (as opposed to Justice) was going to be wiped from the map.
This is not as radical a change as it seems. There has always been a hand unfurling the Multiverse - usually as Krona looked on. The hand has belonged to the Anti-Monitor, the Spectre, Mxyzptlk and Volthoom, among other unnamed Cosmic beings. Krona will come into this at some point, as he is said to have collected all the evidence on Perpetua from across the universe.
