Yes, it is indeed Lee Travis, aka the Crimson Avenger. He has had over 100 appearances. He was in the Seven Soldiers, and his successor Jill Carlyle was a member of the modern age Justice Society (which was part of my confusion in that one moment earlier). Lee later adopted a more “classically superhero” costume, which somewhat reminded me of Ted Knight’s Starman suit. But I like the western vigilante/hero style better.
