Okay trying something a little different with these last 3 because Superman, the Justice League and Batman have big rouges galleries. Again, say who you think the most underrated villain is for the character or team in the title.
Skyhook? That Fagin-like (Oliver Twist) demon that kidnaps children.
Maybe 2nd-string E-One and NE Phantom Zoners like Quex-Ul and Jax-Ur, who prolly don’t deserve to be in the Phantom Zone, yet are not greatful that - in Jor-El’s superpowered irony - their imprisonments meant their survival while the rest of Krypton died.
Despair of the Endless....
Wait. What? Anybody want to tell us what DOTE has to do with under-rated Superman Villains??😉
How about Oswald Mandius? Awesome name. One appearance as a “billionaire industrialist” comparable to Bruce Wayne. He kidnaps Jimmy Olsen (rookie mistake) and stows away on the space shuttle; like you do.
Mandius would be unremarkable except that he becomes the conduit for King Kosmos’s spirit and takes on Superman; who just happens to find the “Sword of Superman” at that exact moment - made of what we would now prolly call Tenth Metal - and defeats Oswald.

I always wondered what had become of Mandias. He ran a rival media company to Morgan Edge (Galaxy Broadcasting) but after his televised actions as King Kosmos, we never saw him again. It would have been interesting to see his fate
Hey, if MektonZ wasn’t away on Giligan’s island, we’d have way finer.
I secretly like Byrne’s Superman reboot; and have read mannnny Earth-One Supes/ Action for stories about early Krypton. Prolly as many as you’ve read Aquaman.
Weirdest thing in Superman Annual 10? The story of the Sword of Superman is told by (what appears to be) the Guardian ‘Old-Timer’ from GL/GA HTH. Weird.
EDIT: And again; Earth-One Jax-Ur got hosed. His crime was no worse than Jor-El’s. But noooOOOooo. Jor-El is an El on the science council, and Jax-Ur is just an Ur.
For good or for bad, Byrne was (he’s still around) the writing machine (and artist) of the post-Crisis age, at both companies.
Good call. It was only a couple of panels but it really altered DC Cosmology in NE for me. No wonder Black Zero (at least in E-One) didn’t have to do anything but stop Jor-El (And poor blinded Tomar-Re.) in order to destroy Krypton.
