I’m guessing that was meant to say intense ice, or simply, ice.
That means it’s only the meta positive members of his race, including Brek, developed such things, not the entire race. Unlike Phantom Girl or Shrinking Violet, not everyone from that planet can do this. It’s a situation where not everyone from his race has those powers.
And that’s not everyone in the LoS! Some of the Legion’s situations of their powers are specific to them, not their race, even if they’re aliens. Garth and Ayla’s powers are not specific to all Winathians, just them and their brother. Some are only family specific, like the Mallors, not all Talokites. And others are aliens but pretty much the only member of their race with powers, such as Night Girl, not all Kathoonians. Putting that on a whole race is like seeing Geo-Force and Terra then thinking ‘welp, I guess all those Earth humans can do that.’ No. Good thing I said something! Should you ever find yourselves on one of these planets, I’d hate for you to get branded a racist…
