I think that between Wally and Barry it really depends on what the writer did for them. Mark Waid and Geoff Johns did wonders for the Flash, while Williamson just did a bad job all around.

The fact that way even comes close after a decade of demoted to being just another Flash, just shows how much he is loved as a fan favorite, in the age where DC wanted to go back to Silver Age (Hence Barry is the main Flash again). He's probably the best example of Legacy character done right.
