They are Titans—of course I know who they are, hah. To answer your question, the source of their speed is never defined. It could be meta-gene based, the result of an experiment or accident, or a connection to the Speed Force. Sadly, we don’t even know their civilian names, so it may be a long time before we learn the origins of their powers—if ever.

Did the twins ever appear in comics outside the animated show’s continuity? I was under the impression that they were created for the show.
Your impression is correct. Más y Menos were created for the show and then introduced into the mainstream comic continuity later. They only have a single-digit number of appearances, mostly non-speaking roles. They joined the Teen Titans during The Missing Year, when the team had heavy turnover and had about two dozen members come and go throughout the steady roster changes of that year. They later appeared again in the splinter Titans branch called the League of Titans, alongside Empress and Sparx.

It’s a shame they don’t get more spotlight. Coincidentally, I was kinda hoping they’d make an appearance in the latest Young Justice title, but alas, that was a pipe dream.
