Well, no. He's quite underestimated, in my opinion. I don't often see him using his full potential. And his weakness for fire is a great limitation, even more than kryptonite for Supes.

He's got a crippling weakness that just require a matchbook. That takes out any imagined overpoweredness.

He's good, don't get me wrong. I basically see him as Superman-level but with a few of his own unique abilities thrown in too. But as other Users mentioned here, fire is kind of a common thing. So for all of his power, I think his weakness kind of stabilizes him down quite a bit!
