Learning that previous holder of the cosmic staff was not Courtney from JSA in Legends of Tomorrow but is her “dad”( no spoilers I haven’t read the comics) so how does this realign? Was it just possible that Courtney passed it down to a boy who passed it down to someone else name Courtney?or is it possible that Star girl in the JSA never existed because she was in a different earth? But on Earth 90 there was Star Girl so maybe it had something to do with the new universe or just simply being a different earth. I was hoping for some insight cause I’m having some hard time trying to figure out where the show lies near the arrowverse.

Earth-90 is a different thing. They just raided the wardrobe department for superhero costumes and put them on extras playing corpses. Don't think too much into it.
Legends of Tomorrow and the Stargirl series are not related.

But if you want minor spoilers from the comics, neither shows fully incorporate her origins. Stargirl carries two legacies.
Starman was Ted Knight, a hero who used a cosmic rod.
Star-Spangled Kid was a fifteen year old rich nerd, Sylvester Pemberton, who fought crime with his driver as a sidekick Stripesy. He did so using the Cosmic Converter Belt. In his late teens, he changed his name to Skyman.
Skyman was killed.
A son of Ted, Jack Knight, used the rod that had been modified into a long staff. Ted also repaired the Converter Belt several times. Though comics timeline is a bit garbled because Jack debuted decades after Skyman's death, it was later compressed and retconned in that Sylvester changed his name to Skyman after a snide remark from Jack. He was not yet active as Starman at the time.
Courtney, Stripesy's stepdaughter, found the Converter Belt and became the new Star-Spangled Kid.
Jack retired from the hero life. Having worked with Courtney via the JSA, he decided to leave the staff with her. With both the Cosmic Converter Belt and the Cosmic Staff, she decided to rename herself Stargirl.
