I would like to read what your option is and why
The popular opinion is Batman’s villains
Well yes.... Batman and Spider-Man have grown the largest rogues gallery over the years but not just that, they also have imo the most complex villains. Thats not saying others lack complex villains, but theres so many like this in batman and spidey. Some people don't like it, but I like that they have so many villains with tragic backstories even if it doesn't excuse their current actions. Plus it only adds to the idea that some of thrm can be redeemed. And we have seen this several times.
Croc has a soft spot for orphans and even reformed in SS. Two Face still has Dent in him who can come out and do the right thing. Bane may be terrible, but the prisons made him like that. And in the end he ended the dictator who had destroyed Santa Prisca completely. I dont think Man Bat needs explaining. Then theres Scarecrow and Penguin who were abused by their fathers as they grew up. William Cobb who was treated like dirt for being poor during the industrial revolution. And so on.
On top of that, all the various levels of twisted characters offer a wide array of foes for Batman from world endangering eco terrorists and ninjas (who doesnt love ninjas) to mobsters that offer a slightly less endangering but also a street level read. Besides, cliche rampaging monsters amd alein invaders eithout any real motives personally aren't very interesting. Characters like Lex, Silver Banshee and Parasite have always been far more interesting, but theres not as many.
Villains like Doomsday are the most boring to me, no brain, just pointless and aimless destruction. Darkseid could be interesting but the whole invade Earth, get defeated and repeat gets annoying. Luthor can be interesting but sometimes they make him look like "evil" Bruce Wayne. I've never liked Superman since to me he's really one dimensional, he's the "poster boy" for heroes and self righteousness
Batman on the other hand has villains with sometimes relatable stories. Ivy was working for Bruce but after he found her work "unethical" he fired her but not before stealing of all her life's work, Typical Billionaire. Mr. Freeze with his wife, Bane also has his reasons, etc. I find Joker pretty boring though.
Is Darkseid really considered more of a Superman villain? I know that he was in the Animated series. I see Darkseid more of a Justice League villain now a days.

Yeah, Joker is that one guy whos there to be like the living embodiment of torment for Batman but he doesnt have story.
Batman for sure. Both him and Spider-Man have the best villains in all of comics (in my opinion at least).
I said supes because even though joker is the All time greatest villain, I think Luthor is a close second. His fear of alien supremacy is really relatable vs a completely unrelatable joker. I like all the variations on doomsday over the years took. He has a mailable story. Maybe closest for Batman to dooms day is bane or death stroke. I mostly like how Superman’s villains always have planetary ramifications. Brainiac stealing the entire planet for a knowledge repository vs black mask running the Gotham underworld
