Yes and no. Godspeed(correct me if I'm wrong) is the fastest speedster. He is so fast that he can be in two places at once, though this does take a lot of concentration because he needs to divide himself and his speed force.

I think you're wrong with Godspeed. For me, the top 3 are:

1. Wally West

2. Sela Allen

3. Barry Allen

Wally is fastest as he's faster than the Speed Force, Sela second because she is the Speed Force, and Barry is the fastest of all the remaining.

No one really dies in dc, in some timelines they are alive while in others they're dead. Some come back to life more times than its healthy. So Godspeed is definitely not dead.
