Actually, in every mainstream universe, Selina kyle/catwomen starts off as Villian then becomes a hero. her general learning of batman's identity as Bruce Wayne (in earth-two/golden) happens in the brave and the bold 197. (however, she marries him in 1977). Selina's mind change by Zatanna was in my opinion DC scraping at the bottom of the barrel to keep batman and Catwoman from finally getting together before a robot. DC had a policy that the batfamily cant be happy. likely stemming from the silver age debocal that was Batwoman and batmans relationship.

PS: I got to admit i like that Catwoman is at the top of the list, given she is one of the ealriest 'named' rouges. appearing in batman number 1 in march 1940 in the same issue the joker was introduced.

The only rationale for that is the alphabet.
