And Selina was the leader of every crime organization that includes a Falcone, penguin, black mask, and others.

Though later Falcone and some other crime family become against Selina as Selina started by removing the gun, drugs from Gotham to keep Gotham safe, later it turns out full-blown war between Falcone, black mask, and Selina, which end with Selina's Girlfriend(who was the new Catwoman in new 52) killing everybody(except spoiler and Selina's cousin) and Selina leaving Gotham as she had enough of this.
