Yeah, but they acted as a group largely out of necessity. Besides, that volume only had two storylines in it, so having one of them focus on them as a team doesn’t seem all that impressive to me.
Mirror Master (McCulloch) had a handful of solo encounters with Wally before he was finally admitted into the Rogues. Heat Wave reformed in early New Earth and had this whole arc of wanting to be heroic, despite his pyromania trying to take hold. He worked for Cadmus and for a time had his own heroic career in the Midwest before getting involved in government work like James. The Pied Piper was one of the most classic Rogues who completely reformed and had this long character arc about it. Captain Boomerang spent more time with the Suicide Squad than with the Rogues in NE, and the other Rogues largely badmouthed him for how he acted during his time not on the team, as a solo act or otherwise. Honestly, the Rogues barely acted as the Rogues again until the 2000s.
The thing is considering how powerful Speedsters are these days, it's kind of a stretch of how someone like heatwave or Cold could realistically pose any challenge.
I like the Rogues, but thinking that any character only belongs in a team immediately limits their potential. It’s that line of thinking that’s forced Beast Boy to not be able to find a place outside of the Titans. Bigwigs think Gar only belongs with the team to the point that he’s the NTT founder with the fewest solo stories. Gar should have been able to hold his own as a solo/adult hero, but editorial won’t let him because too many readers mirror the thinking that he’s a Titans member above all else and can only exist in that limited capacity. He could be so much more, like other Titans before and after him. I love teams, and I love team stories. But the “X character can only work as part of Y team” idea is dangerous.
Barry and Wally are ridiculously OP these days that they have to constantly make them lose to people who they should beat easily. Bit like Martian Manhunter

Honestly, of all the classic members that are generally part of the Rogues, I think Mirror Master is the one that bears the biggest threat. His mirror dimension and the alternate mirror worlds at his disposal are super dangerous. Wally was lucky to survive a couple times.
Luckily, the point was about the Rogues members as solo leads for their own titles, so their abilities in relation to the Flash don’t necessarily have to play into this part of the thread.
I never said the Rogues won't work solo. I just think (and that may be an unpopular opinion) that they work better as a team. It's always fun to see how they interact with eachother and how they make plans and combine all their powers together.
I agree the mirror gun is extremely underrated in terms of power. But in my opinion as solo dudes Cold is the greatest threat. He always has some plan and can use what he has for the best. His intelligence is really underrated.
Mirror Master yes. Cold? Powerful gun or not what's stopping wally from disarming him before he could pull the trigger.
Cold isn't stupid. He always has an intelligent plan. Guys just read some Rogues storylines. Even one would be enough. Read Rogues Rebellion or something.
To be fair, Cold specifically modified his gun years and years ago to emit a cold field that can even slow down speedsters enough for him to take action. It’s naturally a temporary countermeasure that only goes so far, and I still imagine Cold would lose to Flash in most cases one-on-one, but I wanted to give him credit for being able to do more than just freeze objects he hits with the gun.
