You're looking for Teen Titans Vol 6, this takes place sometime during Adam Glass' run since Roundhouse is a member of the team and Nightwing is in his Rebirth costume. I'd bet it's in the early issues of the Glass run since this is before the whole Ric Grayson fiasco

This is a scene from the final issue of the most recent Teen Titans run, which released in November. The four remaining members were left without direction. Nightwing stepped in because he had a plan. Dick and other veteran Titans—Starfire, Donna Troy, Cyborg, Beast Boy and Raven—decided they were going to found a boarding school for up-and-coming young heroes, Titans Academy. After this issue, it’s the Teen Titans: Endless Winter Special #1 that came out in December. Then, January and February released issues #1 and #2, respectively, of Future State: Teen Titans. Then, March debuted Teen Titans Academy.
In Teen Titans Academy, the six older Titans I mentioned before are staff members/teachers at this school, and they’re known as The Titans. The school has a number of students, with 13 named freshmen getting spotlight so far. In addition, some “upperclassmen,” aka experienced heroes, are allowed to be on the active Teen Titans team that The Titans sends out on missions and oversees. The current Teen Titans team is thus comprised of the four remaining members of the previous roster; Bunker, who serves as field leader because of his age and experience; and Jakeem Thunder, who assisted the previous roster beforehand and has become a Titan for the first time. The prominent freshmen don’t have all their full names/monikers known just yet, but they include the following:
