After reconsidering options aside from current continuity I’d say Aquaman’s villains

Eh.. I'll say Batman, although I think Lex Luthor is the best Villain in DC.

Yeah, I'm on the Batman train too. His gallery is just so wide and has so many complex and interesting villains in it. So many. Most of the other galleries do have good villains, but once you get past the big ones, most of them also become pretty bland, while even many of the obscure Batman villains can be very interesting.

The main reason I lie Batman’s rogue gallery so much is that it's just so much more memorable.
