I Mean Barry Allen was given a connection to the Negative Speed Force in the Comics, so why Not Joker

Barry was infected by it because the reverse flash trapped him in there. Why the hell would Eobard do this to the Joker?

I Didn't read the story but I Mean Reverse-Flash and Sinestro can give DC Villains the Power of the Negative Speed Force and The Sinestro Corp Ring

But why??? How would that benefit Eobard? Sinestro expands his army, but Eobard doesn't have one. Also it would not be easy to recreate the negative speedforce so that someone extra can tap into it without having a speed force connection to begin with. Also Eobard doesn't share Negative speedforce connections as if it was free candy 😂
