I just reread the miniseries, and I cannot find evidence that supports that claim.

It's more what I read between the lines, they never outright say "New Earth is back". Especially when Director Bones says he came from Earth-Two.

The characters who have become more involved with the multiverse know that changes and revisions to history have been occurring for a long time. Director Bones learned/remembered that he originally was native to Earth-Two, but his place in Prime Earth history had been established, and he knew that, too. Characters being aware of those types of things isn’t evidence to your claim. In fact, the miniseries repeatedly asserts that the events of Death Metal rebooted the multiverse at large and that the current multiverse is a new one, which is part of why the Justice Incarnate is investigating it. If it’s new, it can’t be what has existed in the past. Besides, as SforHope said, the current continuity is intrinsically linked to the PE continuity that has existed and evolved up to this point. This is just another step in PE’s evolution.

I guess what I'm trying to say is that since New Earth and Prime Earth have basically been fused by the multiverse's rebirth, we should count that as New Earth returning. Given what I've read, it seems that everything since Rebirth is intact, New Earth stories are referenced and tied into plots, and the New 52! is mostly ignored.
