Gotham, it achieves its goal of showing how this city can corrupt and change people for the worse. That said I like to see the villains not fighting Batman for once it is an interesting idea.
My favorite out of those is Peacemaker for the same reasons Bonkidus said. I seriously think James Gunn is the best director DC's ever gotten. Arrow is an extremely close second. I'm still early in it but so far, it's been great, and it can be funny sometimes.
