They're supposed to be anti-heroes/villains.

They're Anti-Heroes at best as far as I can see. But like many have said, it just depends on the story that's being written. If they're hired to kill the president, they're the bad guys. If they're hired to kill an evil president that tortures its nation, they're the good guys.
