I’ve read nearly every appearance of Kory and don’t recall her ever wearing a black uniform, although that could just be a product of “lighting.” It could be fan art, or promotional art not found in an issue itself. Or, of course, it could be from a comic that I haven’t read, as I have some holes in my knowledge.

I'm sure the colors are edited to give it the monochromatic look. This looks like either a screenshot of a video or a social media post. Regarding the source of the art, the costume looks like the classic New Earth design, so I'd guess it's from an issue published around the 2000s.
