While I love the One Who Laughs, I feel like Red Death or Devastator would have worked great as well.
Red Death having his Flash constantly in conflict with his Batman would have been interesting, or trying to convince Devastator just because his Superman was bunk doesn't mean no Superman is trustworthy, and that could potentially lead to him trying to turn good.
