Of these, I’d say Black Lightning. He carried a TV show but doesn’t get much action in comics. The others have their fans, but I get enough of them as it is so I can’t call them underused.
I think batwoman is underused even though she has her own Tv show that's about it
There are numerous characters done for that. Naomi wasn't one of them. Given that her second volume, while called a second season, is being released one by one with her show it is supposedly created for being cancelled.
I never said she was created for the show, but DC is making it about that case. Whether it makes sense or not, it is ridiculous.
I've only really seen Captain Adam in Justice League Unlimited. The others have live-action versions.

And having live action incarnations doesn't make you any less underrated depending on how memorable, good or even liked said incarnation is.
For instance, people still don't know who Steel is.
I mean, RECENT live-action versions.

Batwoman and Black Lightning had their own Arrowverse shows. Martian Manhunter had a co-starring role in Supergirl, was a new character in Zack Snyder's Justice League. And you're right, being live-action doesn't matter because the animated Justice League series really boosted J'onn's popularity. Hawkman is going to be in Black Adam. And Red Tornado appeared in in episode of Supergirl and I remember him in the first season of Young Justice. Wait, was Captain Atom in Young Justice too? Yeah, but I didn't even remember him. And Red Tornado appearing in the Arrowverse while Captain Atom didn't helps break the tie.

Snyder's director's cut hardly helped J'onn's presence when he was such a last minute addition. Though yeah, his role was major on Supergirl and there are future plans on HBO for him.
Batwoman's show did nothing for her popularity unfortunately. Again, the simple act of being in live action doesn't lift anyone out of obscurity. This being the same case for Red Tornado.
The fact that the first example to that defense was the Shaq movie being reviewed in a negative light and not his most recent appearance on Superman & Lois proves my point.
Black Lightning is probably a big one to make, but only in small strides.
I say they make a comic featuring all those characters. Like they did in the mid 2000s when they would have books that were tilted more like a story that a character. Like Battle for Blood Haven or Rann/Thanagar: Holy War or Crime Bible or any or the Countdown miniseries.
5 of those 6 characters are in my top ten favorite DC characters, it would be cool to bring them all together in one story. Not a team book but more of a story where they are the characters.
So far Kate is apparently getting a new one with Renee as the Question. Co-titled, but still awesome.
