If you the first car you own is one you inherited from your father, it’s still your first car. Trying to deny that Wally’s five-year tenure as Flash wearing Barry’s old suit shouldn’t make the use of said suit legitimate is being obstinate. The suit doesn’t have to be “made specifically for them” to be theirs. Tim’s Red Robin suit was originally worn by Jason Todd. Does that make Tim’s New Earth Red Robin suit, the one he wore for his solo series, not his? That’s crazy. And I would be dollars to donuts that “my” logic here is the majority opinion.
To me, the suit Wally wears during The Flash: Rebirth seems to be his V2 suit from issue #50. If you can point out a detail that would make the black-and-white sketch of it look different than V2, then I’d consider it V4. I didn’t notice any, but it could exist. If not, though, then I call it a return to V2, making the Rebirth suit V4.
I think we can agree to disagree on the first point, since the suits don’t have actual version labels, leaving it all up to speculation.
However on the second point there are differences.

Note that the nose piece on the Rebirth 2009 outfit covers the nose while the Flash #50 outfit leaves it uncovered. Also the Flash #50 outfit has the same logo as Barry’s outfit with the usual three zig-zags making up the lightning bolt, while his Rebirth 2009 outfit only has 2. Also in the Rebirth 2009 outfit the logo and belt seem a bit raised, like Hal Jordan’s logo has been from Blackest Night onward, but I’ll chalk those two up to just artist interpretation. I also think that the Rebirth 2009 outfit is a more maroon red where as the in most pictures Wally’s Flash #50 outfit is just a darker version of the same red that’s commonly used on Barry’s suit(and later Wally’s third suit), but I’ll also put that in the artist interpretation category. However the nose piece and the logo do make it a different outfit.
this still makes the 2009 Rebirth suit V4 and the 2016 DC Rebirth suit V5 if we’re following your logic.
I also wanted to add this to show that it is indeed the same outfit that he wore starting in Rebirth 2009
However he did wear his V2 suit a bit in Death Metal and a bit in the beginning of the Jeremy Adams Infinite Frontier Flash run before changing to the V4 suit.
I reckon agreeing to disagree is the best we can do. I don’t think “up to speculation” is accurate phrasing in this context, but I’ll definitely make sure to chime in if I ever see you claim that Tim’s New Earth RR suit “isn’t his first RR suit” (still what I’d consider a ridiculous claim) and similar claims using your same logic.
I would’ve argued against the color tones, as Jericho’s first uniform started out with fuchsia on it that eventually took on a deeper purple hue, which I would’ve credited (just like this) to different colorist choices and the evolution of how art is colored (such as analogue versus digital art). But I’ll give you the nosepiece and the changes to the chest emblem. Nice. Yeah, I’ll call the Flash: Rebirth suit V4 and the Rebirth-era (2016) suit V5. I like that his current suit is the V4 suit, which is based on V2 with what I’d consider visual upgrades upon closer examination. Thanks for pointing those details out. Though, my favorite is still his 2016 suit.

Also notice that the logo for the 2016 suit is the same as V4. It seems that’s becoming Wally’s own specific Flash logo. Even Wallace’s Future’s End outfit, when he was still being considered Wally-proper has that logo. Then it changed when he became Kid Flash in the new continuity back to the normal Barry look since Wally was back.
Also I cannot deny that Tim’s first(and best) Red Robin outfit is the Batman Reborn suit, so you’ve got me there.

They sure can. No hard feelings at all.
For me it’s a tie between the rebirth suit, and the red and yellow suit specifically with white eyes and the modernized belt. No nose cover and dark red, though.
And when it comes to the logo (one zigzag or two) I’m neutral.
When I first saw rhe yellow and red kid flash, I thought he was a sidekick to RF thawne. Still when I see that costume make think he's going to turn bad.
Y’know it’s interesting because Wally actually came before Thawne, and I’ve always wondered that myself. I’m sure it was just a decision that was made with very little forethought and it’s probably just because he’s the “Reverse” Flash that all the colors on his suit are the opposite, but to me both Wally and Thawne represent the good and Evil of Barry’s legacy, and Thawne wears those colors on purpose to throw Barry off by making him think about realize how close Thawne is to Barry and his love ones, that his choices could very easily lead to Thawne himself.
