Studio execs aren't willing to gamble on millions of dollar in profits, so you get too many people contributing what they think are improved ideas compared to the rest of the contributors. The whole production turns into a hodge-podge mess of conflicting ideas that result in a thing that shows some cracks, regardless of the polish.

^Except it was very blatant racism. There's nothing wrong with them being black. There's no handbook written by Bob Kane that says they have to be white. Don't get me wrong, you can dislike the interpretations of the characters, but disliking them because they're black is objective racism.
