I actually like the fact that, despite having the potential to be an enemy to the entire DC Universe, like Darkseid, DC practices restraint and keeps him as an enemy to Superman. I know that enemies of Superman are so powerful they could be Justice League villains, just because they can doesn't mean they should.

Yeah, but only Superman has a personal stake in those conflicts. In comparison, the Justice League has no relationship with Brainiac beyond wanting to stop him from destroying the Earth because that's where they keep their stuff.
