She’s changing.
Even Catwoman and Poison Ivy became heroes and they committed the same number of crimes as Harley.
Ok, I don't think Poison Ivy is a hero either. She's still an eco-terrorist who isn't reluctant to kill people to get her way. that is very apparent in her mini series. Catwoman is a bit confusing, but she's easily an anti-hero.
And I Harley's kinda changing but not really. In most runs, she's still ruthless and violent. yeah she's done some heroic things but she's still a villain and maybe you could call her an anti-hero
Ivy’s really only sweet when people help her out or are good to her, but she considered an anti-hero as well. She’s been doing more good.
The problem with Harley's character development is that she goes from one relationship to another. Yes, her relationship with Joker was beyond toxic but it doesn't change the fact that Harvey is still largely defined by her relationships rather than her actual personality.
Batman: Caped Crusader threw a curveball by portraying Harley as an independent villainess (yes, that's the correct English term) without any association with the Joker. For all we know, they might not even be aware of each other's existence.

@Leader Vladimir But that’s the main point of her character. She was created by Paul Dini specifically to give Joker a partner in crime, using his friend Arleen Sorkin’s stage performance as inspiration and asking her to voice the character. Her story is supposed to be that she’s a normal psychiatrist doing a rotation at Arkham who is slowly manipulated by the Joker into setting him free and becoming his partner in crime
She’s another one of his victims and like with any Joker victim the goal is rehabilitation and allowing them to return to a normal life

I feel like a lot of people are underestimating Starfire. In most versions, she was trained to be extremely adept in virtually all forms of martial arts recorded in the Vega star system by the Warlords of Okaara. I blame the media that constantly reduces her to being trigger happy with her Starbolts.
