Well, if I remember correctly, Starfire recieved elite training from the Warlords of Okaara, while Mera was trained from a young age and Nubia, well... is a centuries-old Amazon. So with that in mind, she is my pick. Ultimately, it depends on the writer.

I have chosen Harley, and I’ll be the first to say that in a technical sense, I’m wrong. She’s not a master of Klurkor like Earth-One Lois Lane, nor focused like Renee Montoya.

But she almost always wins - against some bigtime foes. The only power that she’s been assigned is toxic immunity. But I expect one day DC will change that, she’s a fourth-wall and multiverse breaking force of nature.

Harley is on my list of ladies who secretly have some kind of invulnerability (I include Lois Lane and Sapphire Stagg) or probability-skewing power. That’s the only in-universe explanation I have as to how she not only survives but triumphs.

Good enough. She’s not bad at fighting, anyway, but not crazy good at fighting like some of these other women. Such as Babs, Mera, Nubia, and Starfire.

Personally, I don't see the point of evaluating the martial skills of fictional characters created for the sole purpose of entertainment. Yeah, I get that it's fun, but everything about these characters is little more than contrivances conjured up in the imaginations of storytellers.

Everything that happens in DC is done in service of a story, even if that means a fighter beating a physically superior opponent, so don't be surprised if Lex Luthor beats Darkseid with nothing but a broomstick and a bag of potato chips.
