There are tens of thousands of DC characters, so yes many do not have an action figure. But I think that you mean popular characters. Relatively obscure Characters such as Krona, Jax-Ur, Rot Lop Fan, Dex-Starr, Lord Death Man, Lyssa Drak and Calvin Ellis all have action figures.
While Simon Stagg (who, among other things, was in Wonder Woman 1984), Black Zero, Mercy Graves and the Anti-Matter Man, do not. (As far as I know.)

Im surprised mercy graves don't have one considering how long she has been around and that sucks about anti matter man and black zero there is no figure of them,

michelle carter doesn't have one, but she's pretty obscure. neither does gold beetle. I don't think blue beetle I ever got one either,
I wanna say we got blue beetle due to that movie last year I think I saw a figure of him but thanks for the rest.
I meant blue beetle I, dan garrett. jaime reyes is blue beetle III, i actually have his figure!
I think there's an action figure based on the original, pre-Charlton version of Dan Garret that's supposedly in the public domain.

I have a lot of questions about Detective Comics Volume 1 #377 of July 1968.
1) Why did Robin betray Batman for the Riddler?
2) Why didn't I find any information about the front cover when I read the synopsis?
3) If Robin never put Batman in jail, then why the front cover?
4) Was there a hidden message from the front cover in the form of a Riddle?
And finally,
5) If Batman suspected Robin would betray him, how did he convert Robin back to his side?
I am just curious about this.
