Well, Barry doesn't have any powers "right now," so unless Quicksilver's lost his too I imagine he would be faster.

Quicksilver hasn't gone by that name since the Golden Age, he's Max Mercury now.

I've been reading a good amount of the GA Quicksilver comics recently and can easily say Barry is faster, accomplishing feats in modern series that Quicksilver could only dream of. I'm assuming by Quicksilver you mean the alias he used before the Max Mercury one since he had a National Comics feature to himself. I don't know why people are mentioning Marvel here, bit weird.

This is average Flash as well

I might be wrong but after Crisis on Infinite Earths, Flash ran so fast he needed up in the Marvel universe. Also Barry has altered the timeline like in Flashpoint by running, correct me if I'm wrong, its been a few years since I read flashpoint
