Free will is such a burden. Darkseid is, Darkseid has a clear goal in mind of remaking the universe in a way that he could rule, eliminating strife and conflict. His motivation has a strong basis in achieving a goal,

The Joker commits murder and all manner of vile crimes - for no reason other than his own amusement , even when he had the power of Mxyzptlk. His motivation is shallow and self-centered.
