For me it was Carol Ferris so I guess I win. I still can’t believe writers finally realized that there was more to her than being the superpowered boss/girlfriend of a Green Lantern that barely gets any attention.

For me, honestly, Ghost-Maker. I feel like he would create an interesting dynamic between some of the other members and maybe teach him what it means to realize the benefits of camaraderie and friendship. It would be intriguing to see.
Captain Atom
During the New 52 days, Roy Harper praised Bunker’s natural talent and heroic drive by predicting that Miguel would likely be in the Justice League shortly into adulthood. Well, Bunker is an adult now, and I’d like to see that prediction come true.
Really? I’d like to think Bunker would fit into a major role in Titans comics. I’ve always thought Teen Titans should still aim to be Titans as adults rather than giving them some weird goal to be Justice League members. Imagine if we still had several Titans teams like the good old days, still made of the various members well into adulthood. Easily fixes the Wally vs Barry Justice League problem too.
Plenty of characters have multiple simultaneous memberships. At present, we have the Justice League Unlimited as the active League in operation, wherein a number of vetted heroes are given full membership status, and missions are assigned based on need/capabilities. A number of former Titans have already been inducted who hadn't previously been League members, including Pantha, Red Star, Hawk, Omen, and some others. All of the current Titans roster are also League members. Bunker could easily appear in a current comic featuring the JLU and similarly be given such status.
Furthermore, I strongly dislike the idea that a character has a single "beat" they belong to and that such character should stay in "that lane." From the foundation of the team, members were characters who were associated with other sectors of DC's larger mythos. I believe that should work inversely, too; characters introduced in Titans books should be able to exist outside of those titles just fine. It's a grand, interconnected world, after all.
Also, it'd be psychologically questionable for a character who had been a Titan but who isn't on an active roster to lean heavily on their former Titan status as an independent hero, especially once they're adults. Like, if a former Titan was chasing the goal of being on a new Titans roster again, that'd seem like they're using the Titans team as a crutch. I think it'd be healthier for a hero to be open to accepting membership into other teams if those teams reflect their goals/values.
Bunker doesn't have to only be a Titans character—just like how Jakeem Thunder doesn't have to only be affiliated with the Justice Society, and so on. Placing characters in "boxes" is so stifling.
I would like at least a maxi series as a continuation of NE that explores the Titans’ generation becoming core League members. We got a glimpse at the end of JLoA Vol 2 when Dick and Donna led the League before it disbanded. I want to see more of the next gen.
Robin
Both Captain Atom and Robin (most incarnations) have earned League status at various points.
Some heroes who’ve never been in the League that I wouldn’t mind seeing get membership status in one form or another include the following:
Garbage Man
The Weird
Crimson Avenger
Chunk
Pied Piper
Gunfire
Eternity Girl
Manhunter
Looker
The Bride
Resurrection Man
Takion
Waverider
Gotham Girl
Warlord
Lady Blackhawk
Lodestone
Jack O’Lantern
Gloss
Freight Train
Freedom Beast
Midnighter
Apollo
Tula
Ka-zar
