I'm talking about what could be not what is... like Magog, Spectre, possibly Green Arrow and Nightwing could also be potential Punishers.

I’m a strong supporter of the no-killing rule, so I consider Punisher a villain. I would not want to see any hero go down that path.

Vigilante (Adrian Chase) probably came to be the closest to Punisher, but he reneged on his open willingness to kill early in his career. It seems as if he were designed to be Punisher-like, but then the multiple writers that handled him decided to play into “What if he got pulled out of being that dark?” Granted, Adrian’s life and beliefs were pulled in many directions over the course of his series due to so many traumatic moments and choices.
