I've seen a handful of shows, movies, and video games the Scarecrow is in, but he's not used enough. He's mostly a plot device and operates in the background of every story he's a part of. This is in every comic, cartoon, and movie that features him.
The episodes he's in aren't focused on him, but rather Batman or another character facing a problem. Sometimes, he doesn't appear very often in the episodes. And sometimes he doesn't even appear until late in the episodes.
The Scarecrow really can be written amazingly, and can be a three-dimensional villain with interesting goals and actions who poses as a genuine threat to Batman without being stripped of all his depth in favor of his powers.
His depiction in the Batman: The Animated Series episode Dreams In Darkness is so cool and beloved, it can be his definitive look in the comics.
