I generally believe that the Justice League's Metahuman Outreach Initiative is effective program that should be more of a comic series granted that after the event of absolute power things have changed with the setting new rising of new metahumans everywhere and heroes & villains with their abilities, either coming back but stronger than ever or never coming back or getting their power switched it is such an interesting move that, I believe should be its own comic book series and especially helping new metahumans, especially in the world that's becoming more fearful of metahumans and the leader of this initiative being Black Lightning is definitely a fantastic move and since it's entire origin of this program is to help metahumans and teach and guide them definitely fits in the wheelhouse for black lightning and his associates that he works. If it did become its own comic, I can see many different stories that it could tell, especially moral dilemma-type stories. Whether these new metahumans choose to use their powers for the greater good or for personal gain, it could potentially lead to a new wave of heroes and villains.
