The thing I believe that we need to be updated as how Alfred becomes Bruce Wayne's father figure. Since Bruce Wayne has always had next of kin who should have been the ones to take him in, because honestly Alfred becoming Bruce legal guardian has always been unrealistic.
in the current continuity Martha Kane has three brothers. Philip Kane who is basically a re-imagined version of Philip Wayne. and then there was the newly-introduced Jacob kane he's the father of Bruce's cousins Kate Kane and Beth Kane, the third brother is unnamed if his name is ever revealed its most likely Nathan Kane he's the father of Bette Kane.
the first one that can be eliminated is the third one since we have very little information on him.
now Jacob kane would probably be a more interesting possibility since he actually had kids Bruce would actually had a much more healthy home environment. the only problem is Jacob Kane family gets caught in the middle of a terrorist attack that rips the family apart with his wife dying and his one of his daughters seemingly killed as well she's later to be revealed to be alive in the Batwoman run, this would not be too good for Bruce's mental state since he would have survived two tragedies. This is the main reason why I don't think Bruce Wayne would end up in Jacob Kane's care.
Finally there's Phillip Kane out of all of Bruce's next of kin he's the most likely to became the legal guardian, first of all he resides in Gotham so Bruce would grow up in his home City. But since Philip would have to put a lot of his time in the running Wayne Enterprises he would rarely be home. So Bruce would be put into the care of Philip's Butler who would just so happen to be Alfred Pennyworth. This would be the most logical way for Alfred to become Bruce's surrogate father since he would be filling the role Philip can't provide.
