I honestly think Killer Croc is somewhat underated.
2 stars, not very memorable at all.
The Flash doesn't really have a "main" villain, he does have Captain Cold but mostly he just roles with the Justice League or Young Justice. Robin/Nightwing doesn't have any "main villains" either.
Doctor Manhattan is powerful as well.
Probably the Presence, he's pretty much God In the DC universe.

Injustice 2's Scarecrow just felt like Scarecrow. He was Perfect for me.
Batman's villains. So much diversity from Joker to Bane, from Riddler to Two Face, from Black Mask to Catwoman. Yeah Batman's.
Shazam's power's would be cool
Maybe that costume with a mullet could work out.
I liked the costume, but I wasn't a big fan of his hair, it makes him look emo.
