Action Comics #670 is an issue of the series Action Comics (Volume 1) with a cover date of October, 1991.
Synopsis for "Skullduggery"
The aftermath of Monarch's attacks causes S.T.A.R. Labs building to collapse. Joseph Martin, a young man who who possessed the Metagene and was being examined at S.T.A.R., tries to escape from the rumbling and he finds Parasite at the lab. A grounding cable from Monarch's machine falls and causes Joseph's Metagene to trigger. Joseph manages to walk out from all the rubble and walk home. Superman, along with the rest of the heroes involved in the battle against Monarch, search for survivors among the wreckage, and the man of steel refuses to leave until everyone is rescued.
Joseph starts feeling ill and he loses all his hair, and decides to go to S.T.A.R. Labs to be inspected, forgetting that the building just collapsed. However, when he walks out of his apartment, he kills some muggers with his new-found powers and heads to the Tivoli Theater. Superman learns of this troublemaker and confronts him, but Joseph's face turned into a white skull with glowing energy, and he attacks Superman, reciting the same lines of the movie character, Atomic Skull.
Meanwhile, Gretchen Kelley meets her long-lost "son", Lex Luthor, Jr., heir to Luthor's empire.
