Synopsis for Green Arrow: "Crime Spins the Compass!"
The killer clown known as the Bull's-Eye steals a variety of "arrows," from compasses and weathervanes and neon diplays and traffic signposts and private collections, gimmicks them up with hidden explosives and/or pyrotechnics, and allows them to be recovered and returned. This sets up a series of distractions and boobytraps that figure in his next spate of crimes. Green Arrow and Speedy pursue and capture his gang, and recover the new loot, but Bull's-Eye escapes.
