The Agency was a secret government organization created by Valentina Vostok for the purpose of monitoring her costumed assets, including Peacemaker, Vigilante and her former Doom Patrol teammates.
History
After Vostok left the Agency to rejoin the Doom Patrol, her protege Harry Stein became the group's new head.[1][2][3] Not long after, the Agency was reorganized as Checkmate on the orders of Amanda Waller.
Project Peacemaker was a special unit within the Agency devoted to monitoring and serving the needs of Christopher Smith, the Peacemaker.
