Albert A. Tyler was the Attorney General during the late 80s, and the father of Phantom Lady (Dee Tyler).
History
As a teenager, he worshipped his brother Beau. But Beau was a bad influence, who ran with the Ku Klux Klan. To prevent Albert from talking, Beau made sure he was present at the lynching of an innocent black man, and kept pictures as a means for blackmail. Albert cut out Beau from his life, running away to join the Navy. In Europe, he started a family and raised a daughter, Delilah. He never even told them he had a brother. He became a respectable lawyer and politician and eventually Attorney General.
The crime syndicate Les Mille Yeux tried to blackmail him with the picture. Dee found out and confronted him with it, and he explained it all. He had always been afraid it would come out, and rather than orchestrate a cover-up, he resigned. This had been the goal of Les Mille Yeux, which was led by Beau. The next step would be to go after the new Phantom Lady and kill her.
