Boss Glitter was a gang lord controlling all of Delta City.
History
Though they never met, he was annoyed that the Heckler kept busting his lieutenants across various districts throughout the city.[1] He hired the Bushwack'r to assassinate Heckler, but had the Bushwack'r killed when he failed multiple times.[2]
