Alice Pepper was the wife of Mario Pepper and the mother of Ivy Pepper.
History
When Jim Gordon and Harvey Bullock killed her husband due to him attacking Jim, the next time he came to ask questions Alice refers to the GCPD as bastards with Ivy repeating it.
Later, according to Ivy, her mother committed suicide.
