Synopsis for Case of the "Patsy Colt"!

Short Shanks is in bluegrass territory and gives his perspective of what happened. He begins by describing his genetic heritage and his recently being acquired by Trudy. She was heir to a horse farm if she could prove her worth as a female horse trainer and breeder. If she did not prove her worth, Walter King would get the stables and horses. Short Shanks very early on realizes that Jay Garrick is the Flash. During training, he does not have the ability to run close to the rail, and the blacksmith, Bill, is aware of what the problem is, but no one would listen to him. Later, a fire occurred in the stables and almost cooked Short Shakes, but the Flash saved him.

It turns out that someone had framed Trudy as the one who set the stalls on fire. The Flash opens a letter and sees the photo of her, but when asked, she denies burning down the stalls. Later, Short Shanks is sold to Bill the blacksmith for $100. Bill then fixes the problem of shoring up one leg being shorter than the other so he could now run close to the rail, and faster than any horse.

Walter King gave Bill $5000 as a loan so Bill could bet in the next race with Short Shanks. Trudy is taken into custody for the barn burning, and Flash now as Jay Garrick has to help with the horse race and the court case for Trudy. The lawyer Blain is tricked into a confession, but traps the Flash in the very darkroom where the doctored photo of Trudy as the fire starter was made. The dimwits, Winky, Blinky and Noddy were bumbling and fumbling at the lawyer's office too. Flash uses the cellulose in the dark room to make an explosive device to below open the door so he can escape, and then can rush to help Trudy in her defense as Jay Garrick. Meanwhile, Mr. King has someone slip a Mickey in the drink of the jockey that is going to ride Short Shanks. As he is riding, he falls off the horse and Short Shanks loses the race and Bill lost his money. With the evidence of the spliced photos Trudy is showing up just as Short Shanks loses. He then tells all the behind the scenes details of the loan debt and Mr King taking him back.

Mr. King accuses Bill of trying to steal the mare and Bill eventually punches him down to the ground. This makes Mr. King wise to the Flash being after him and sets up a trap with the help of the tiny wits. The man who drugged the Jockey is brought to identify Mr. King. After, escaping all the traps Flash is pistol whipped from behind by Mr. King and set up on a buzz saw to finally do him in. The Flash, by continuing to rapidly hit his feet on the board, was able to raise the board high enough that the rope were cut freeing him and not cutting him in two. The tiny wits were somewhat glad he wasn't cut in two. Bill, the Blacksmith, disappeared and couldn't press charges against Mr. King.

Later, Bill had painted Short Shanks like a Zebra so he was hiding out in a zoo. Jay Garrick ends up in the zoo after an escaped monkey Bobo brings Jay by Short Shanks' cage. He whinnies and gets Jay's attention. Flash then switches Short Shanks with the milk horse that Bill has been using. Next when Mr King meets up with Bill again he accuses Bill of being a thief, and Bill accuses him of having the jockey drugged. That was enough to have Mr King arrested and eventual be tried for his crime. Short Shanks has an exciting race and wins. Bill and Trudy plan to get married, and Short Shanks has a new colt that is born with one leg shorter than another.
