The remote Pacific island paradise of Alua Island was the site of the "Waters of Terrible Peace."
History
In 1952, The Blackhawk Squadron chased an international mass-murdering criminal, Baron Blood, from Australia to Alua Island. The Native Aluans were an extremely peaceful people, and had been for generations. This was because of a naturally occurring soporific drug in the local water supply, the well-named "Waters of Terrible Peace." This was served up to the Blackhawks in golden goblets, and was effective instantly; the whole team lost interest in dragging Baron Blood back to the civilized world, and the Baron's whole personality changed also.
Princess Llya and Prime Minister Maua, the rulers of Alua Island, took this opportunity to try to team up with Baron Blood, by slipping him an antidote to the Peace Waters, while encouraging the Blackhawks to drink themselves unconscious. Their idea was to steal the Alua people's billion-dollar trove of gold, and fly to civilization, with the Baron doing the piloting. And before the Baron could even get started on his inevitable double-cross, the Blackhawks showed up looking for a fight. They had shaken off their first dose of the drug and had only pretended to drink ever since!
Blackhawk used explosives to make the Waters of Alua inaccessible to the Natives of Alua, at least in the short term. Then the Blackhawks rearrested Baron Blood, and left, with Llya and Maua left on Alua, and still nominally in charge of it. Blackhawk expected that, without the special water keeping things tranquil, the Aluans would quickly turn against them, but did not stay around to make sure.

Notes
- The cavern, containing the spring where the Waters of Terrible Peace poured forth, was destroyed with explosives, but nothing was left in place to prevent the Natives, or anybody else, from eventually drilling down to tap them again. Which, given its proximity to a billion-dollar heap of gold, seems inevitable.
