Synopsis for "War and Peace Part 3"
Reeling from his injuries, the revelations about his parents, and the loss of MAX, whose circuits were incorporated into his costume and thus destroyed when Master Lo cut it to shreds, Anarky returns to his base under the Washington Monument. He sends out emails to millions of people warning of Ra's al Ghul's plan to start a world war, then switches to a fresh costume, setting up a new version of MAX in the process. As Ra's launches his missiles at Iraq, Anarky heads to the top of the Monument via a secret elevator, then exits by glider to search the city for the stolen briefcase bomb.
Anarky finds some of Roach's homeless friends, but they deny knowing anything about a girl with a briefcase and attack when he presses the issue. He escapes and searches the area for Roach, finding her shortly after she is accosted by Senator Layne's men. In the struggle, the lock on the briefcase was burst open; Anarky attacks the men and pulls Roach to safety while warning them that the briefcase is about to explode. After some hesitation, they decide to believe him, getting far enough away to survive the blast.
As the money from the briefcase rains down, Roach asks Anarky why he saved her. He replies that she's an innocent bystander; in response, she throws a rock at the back of his head, collects a fistful of cash, and runs off.
Ra's's missiles strike empty desert: the locations Anarky gave him were fake. He forces Master Lo to kill himself for this failure, despite the fact that Lo had little to do with it. Ra's swears revenge on Anarky.
While Anarky explains to people in an online chatroom that overpopulation is a myth, a group of politicians hold a secret meeting in the White House. They worry that Anarky might target them the way he did Senator Layne, since even those of them who have committed no crimes are still corrupt in his eyes. They unanimously vote to send Mr. Staines and Capital Eagle to stop him by any means necessary.
