Angel Rojas was the police chief of the Gotham City Police Department during the time of the Batman's first appearances in Gotham City.

Rojas has an extremely negative view of Batman and firmly believes that the vigilante represent the worst aspect of the criminal elements. Believing there was no room for vigilante justice in Gotham, Rojas has made capturing Batman a top priority. But his pursuit of Batman had put him at odds with detective Ethan Bennett who is a supporter of Batman.

When the Joker escaped from Arkham Asylum for a third time, Rojas instituted a capture of all costumed criminals, including Batman.

Ultimately, the tension between Rojas and Ethan had reached a breaking point after the latter was rescued from the Joker by Batman and publicly denouncing the chief's claims about the vigilante. In response, Rojas suspended Ethan. But Rojas' words with Ethan had worsened his sanity and becoming "Clayface" who come after Rojas as his first thought in his newly warped mind. Rojas was protected by detective Ellen Yin and Batman. Rojas hated Ethan so much that during his trail he glared at Ethan while not allowing him to be a cop again.

Rojas continued his manhunt for Batman until an incident with the Joker, the Penguin and the Riddler had led to Rojas being overshadowed by police commissioner, James Gordon.

  • Angel Rojas was voiced by Edward James Olmos for his first appearance. But for the remainder of the series, the character was voiced by Jesse Corti.
