Angelo Bend is Angle Man, a supervillain who manipulates space-time with his Angler.
History
The New 52
Angelo Bend was the Angle Man, but he had apparently reformed, serving as the US President's Chief of Staff. He was part of a scheme by his father, Vandal Savage who seemingly killed him when he ripped out his heart.[1]
Angelo later appeared alive wearing his original costume.[2]
Infinite Frontier
During the early years of the modern heroic age, Mr. bend was once a supervillain of some note, the Angle Man. He possessed a powerful device that allowed him to create portals through space and time, having discovered it a few years ago, he called it "The Angle". In truth he had no feasible idea what he'd discovered was actually a missing piece of formula that completes the Anti-Life Equation. Believing himself to be just a simple thief who found some triangle, prolific use of it thereafter soon cost him any hint of sanity.
His Angler was, at one point, obtained by the Joker and the Key to be used as part of a larger scheme, seemingly having taken it from Angelo by force.[citation needed]
Because of what Bend could achieve he attracted the attention of the Sovereign, who greatly feared such a man because of the sheer power at his fingertips, the latter assuming that if Angle Man scared him this much, in that same capacity, he possibly frightened Wonder Woman to a similar extent. Despite Amanda "The Wall" Waller considering him an idiot,[3] the Sovereign believes he was the only person alive who could possibly equal the Truth Queen blow for blow. Angelo was then recruited by Sargent Steel on behalf of the Sovereign to join Wonder Woman's other powerful villains as not the full strength of the American army was close to enough to defeat the Amazon princess.[4]
Some time later Angelo would work with Psycho to lure Wonder Woman out into the open at the Washington Monument. Making his Angle act as an amplifier for Cizko's telepathy to better control Diana's former paramour; Steve Trevor, in order to lure her into their employer's ambush. A backlash from the strain said mentalist endured while interfering with the Amazon's psyche knocked both interlopers out cold as Wonder Woman did battle with their cohorts.[5]

- Angle Man was created by Robert Kanigher and Harry G. Peter, first appearing in Wonder Woman #62. However, in the Prime Earth continuity, Angle Man first appeared as part of the New 52 DC Universe in Aquaman (Volume 7) #23.1: Black Manta by Geoff Johns, Tony Bedard, and Claude St. Aubin.
