Anthony "Tony" Burke was a police homicide detective who worked in the New York City area during the 1930s under commissioner Irving Davis.

He held the rank of lieuteanant and worked alongside his partner Ross McDondald. In 1938, Burke and McDonald began investigating the kidnapping of wealthy socialite Catherine van der Meer. The investigation brought Burke into a chance encounter with the engimatic Sandman. He learned of the Sandman while attempting to interview a potential witness named Charlie Malloy. Throughout the course of the investigation, Burke discovered that Catherine van der Meer's kidnapper was Roger Goldman, the wealthy son of New York mobster Albert Goldman. Roger had abducted several women under the guise of the Tarantula.[1]
