Tony Gallo was an hotelier from Nevada, who, many years ago, had established the Utopia Casino in the heart of New Troy, Metropolis.
History
Newspaper magnate Perry White suspected Gallo of being an unscrupulous opportunist and assigned his most solid, incorruptible reporter, Lois Lane, to investigate him. Lane arranged for a personal meeting with Gallo at the Utopia Casino.
