Tony Zucco was the crime lord responsible for the death of Dick Grayson's parents.
History
He sabotaged the trapeze ropes of the Haly's Circus since the owner wouldn't pay the protection money. He wasn't arrested because of the lack of evidence.
Years later, he was arrested for racketeering and tax evasion. The police hoped to make a deal with Zucco and that he would expose the entire Maroni Crime Family for their crimes. Knowing this, Grayson donned the Robin suit and intercepted Zucco's transport vehicle, where he revealed his true identity and threatened to kill him, though this encounter was cut short with the arrival of Maroni's gang. Grayson vanished in a cloud of smoke and left Zucco to die at the hands of Maroni and his men.

- This version of the character is exclusive to the continuity of the television series Titans and is an adaptation of Tony Zucco. The original character was created by Bill Finger, Bob Kane, and Jerry Robinson and first appeared in Detective Comics #38.
